But if you already understand the basics of legal research, the process can be significantly easier — not to mention quicker. Some subjects have a special vocabulary that we use so we can talk about complex topics in simple ways. We can talk about math without using these words, but it can quickly get confusing. If we want to understand how laws are made, we have to start by understanding the vocabulary. Learn how a bill becomes a law and how the process is different in the House of Representatives and in the Senate. The prosecutor then decides whether to file charges and, if so, what charges to file. The prosecutor decides whether to charge the crime as a felony or a misdemeanor. The prosecutor can file charges on all of the crimes for which the police arrested the defendant or can decide to file fewer charges or more charges than were included in the arrest report. If it passes in one house, it is sent to the other house for review.

Toward the end of the session, the Senate Committee on Rules and Administration designates bills from the General Orders calendar to receive priority consideration. These Special Orders bills are debated, amended, and passed in one day. A bill needs 68 votes to pass the House and 34 votes to pass the Senate. Read more about Kingwood Attorney here. If the House and Senate each pass the same version of the bill, it goes to the governor for a signature. The LSAT is required for JD admission and the GRE is required for MPA admission; however, the GRE will be waived and the LSAT be used to satisfy admission to the program.

Under legislation, the Committee on Legislative Research also publishes annual supplements to the statutes to include changes in laws since the last revision. The secretary of state preserves the finally typed copy of the law. All the laws are bound together in one volume at the close of each session and seldom are seen unless some question arises. Prior to binding of the laws, the secretary of state publishes annually a volume of “Laws of Missouri”, which is distributed to members of the General Assembly, state officials and other interested persons. The governor has 15 days to act on a bill if it is delivered to him during the legislative session; and 45 days if the legislature has adjourned or has recessed for a 30-day period.

The Florida Senate

If the Governor vetoes a bill, it can become law if the veto is overridden by a two-thirds majority of those present in each house. A bill can also become law without the Governor’s signature if it is not vetoed within five days (Sundays excepted) after presentation to the Governor. After the Legislature adjourns “sine die,” the Governor has ten days to veto or sign a bill. If a House bill is amended in the Senate the House must concur with the amendment before it can be engrossed. Amendments are inserted into the bill (engrossed) and the engrossed bill is then placed on the calendar (First Reading of Engrossed Bills in the House and First Reading Calendar in the Senate) to be considered as a new bill. The Clerk/Secretary of the Senate is required to read the entire bill, section by section, when it reaches “Third Reading of Bills” 11th Order of Business in the House and the 13th Order in the Senate. It is normal procedure, however, for the members to move to dispense with this reading at length. Either house may originate any type of legislation; however the processes differ slightly between houses.
